Premiere ro seems to have many problems with several codecs. To fights those problems do the following when working with video:

1. Use VirtualDub to export a non compressed Video

    File>Open Video File    File> Save as AVI

2. Import the non compressed video into Premiere Pro and work with it
3. Export doing

   File> Export > Media 
   Format: H.264
   Presets: Vimeo H1080p 25
